Protocols are to outbreaks as guidelines are to endemics
I was just thinking that protocols naturally emerge when there is a need to govern unnatural but not rare regimes of behavior. When normalcy is restored, there is less need for protocolized behaviors. Example: putting money in escrow is unnatural for most of us, but not exactly rare. It’s just too infrequent (house-buying, investment in startups etc) to become routinized/normal, so there needs to be a protocol to do it.
